Christian City Church: Church Growth, Pentecostal, Emerging – 3 Hybrid Movements In 1
A Christian City Church (C3), founded in Australia by Phil Pringle, planted a church in San Francisco last year: C3SF (Christian City Church San Francisco). This church should not be confused with CCSF – City Church of San Francisco.
Excerpts from C3SF’s doctrinal statement:
- Christian City Church San Francisco – a vibrant, relevant and powerful church whose desire is to see people of every walk of life connect to God, connect to community and connect to their purpose. (The main subject of the church is not God, but people. God, community and purpose are mere objects of the church).
- God is relevant. (Scripture calls God holy, just, wrathful, peaceful, forgiving, love and mercy, just to name a few. But not “relevant.”)
- Seeking His Truth and Authenticity is a worthy pursuit. (This sounds like Emerging Movement language, but as seen below, they are also driven by a Church Growth vision, which Emerging Movement resulted as a negative reaction against Church Growth Movement.)
- Each book [of the Bible] is to be interpreted according to its context and purpose. (This statement is vague and ambiguous. Both orthodox and heretics can make this statement, but both sides will define their position differently.)

1. Renew Promotion Video.
doneTo the untrained eye and ear, this may seem to be no different from City Church of San Francisco’s video, or 9Mark’s video posted yesterday. But the latter two are world’s apart from C3’s. Two main differences: C3 is heavily anthropocentric, while the other two are theocentric. The second difference is that C3 uses heavy Emergent vocabulary to convey their values:
- “hang out with God” (versus Isaiah 6:5)
- “church without restrictions and religious ideals” (The website’s statement of beliefs clearly states that this church subscribes to the “normative” principle of Scripture, not “regulative.”)
- “It’s given me purpose… It’s given me life…” (Narcissistic and anthropocentric views. Contrast this to Westminster Catechism Question #1)
- “connect with God in a relevant way” (What does it look like to connect with God in an irrelevant way?)
- “The cafe gives us a chance to connect with people.” (It’s not the Gospel that connects them with people, but the cafe, any cafe, in the city.)
2. C3SF’s Vision Video.
- The subject is not God, but the people. God is merely one of three connecting objects (the other two objects are people connecting to other people and people connecting to purpose).
- “A place to experience God in people and power.” (Pentecostalism emphasizes “power” whereas Paul emphasized weakness (1 Cor 1)).
- “A place of the miraculous.” (Observe that as this is mentioned, a “laying of hands” is shown on a young woman.)
- “The sound of heaven where the atmosphere of God’s presence overflows with welcome and power so that no one can deny God is alive and in action.” (Definitely not the same vocabulary of either General Revelation or Special Revelation.)
- “A generation so bold, so life giving and history shaking, they cannot be ignored” (versus look at Puritan historical influence in Oxford.)
3. C3 International’s Values Video
10 Values of C3 Culture
- We are people of prayer.
- We are people of worship and praise.
- We are people of faith and vision. (The vision being referred, I believe, should be tied to the Pentecostal idea of modern-day prophecies, as clearly evident in the vision videos below.)
- We are involved in the presence of God.
- We believe in successful living. (Prosperity gospel)
- We develop disciples and leaders.
- We are a discipleship movement.
- We connect. (What’s important is to be relevant.)
- We believe in servanthood.
- Freedom (versus accountability to God and other believers).
4. C3 International’s Vision Video #1
- “We [man, not God] will take hold of every individual and turn them into a child of God.” (versus Psalm 68:20; Romans 9:16)
- “Religion is the worst enemy of God. God sent Jesus in this world to break religion so we can live in the spirit.”
- Observe the charismatic “laying of hands” at 4:16 and 2:45 time clocks in the video
- Faith: ”Once people get a spirit of faith in them, nothing can stand in your way.”
- Hope: “Having a vision for your life. You’re not here by accident. You’re here with destiny in your bones.”
- Love: “We want to welcome people, accept them, embrace them, and bring them into what we call ‘The Big Hug.’”
- “The whole Kingdom of God works on the principle that if you believe it, then you’ll see it.”
- “We celebrate art and music and dance.” (It is clear, not just from this video alone but from all the videos, that Phil Pringle is using the popular definition “art” rather than the classical definition of “art.” Both David Wells and Michael Horton have written extensive works on this contrasting issue.)
- “By the year 2020, we’re going to have at least 1,000 churches with an average membership of 500 in each.”
- “[C3] has a very dynamic worship, a very powerful worship - a sense of God’s presence.”
- “[C3] is fun, true, real, relatable… you can identify with them.”
- “[C3] is very lively, a whole new experience.”
- “[C3] is freedom, energetic… it’s life.”
5. C3 International’s Vision Video #2
- “[We want to] bring a bright, relevant, contemporary, powerful, fun church into this world” (versus Ephesians 5:25-27)
- “We [man] will see by the year 2020 at least 1,000 churches.”
- “We [man] will not only plant new churches but grow those churches to an average size of 500 members.”
- At 1:48 on the time clock, Phil Pringle is shown having supposedly predicted 9/11 back in December 31, 1998.
6. C3 International’s Vision Video #3
- “Building the church is still God’s great program for the earth.” (Phil Pringle is using the word “building” to mean numerical growth.)
- “This isn’t just about church planting, but about church growth.”
- “We’ve broken through 1,800; we’re planting another church.”
- “We’ve just applied to take some land to build on because we want to see growth. Not just addition but multiplication.”
- “I am pumped about the 2020 Vision.” (Just like Simon in Acts 8 was pumped in superficially creating a vision of doing the works of God.)

Ending Thoughts:
C3 movement’s timeline seems to have begun around the same time Emerging Movement started. They appear to either be a Pentecostal variant of the Emerging Movement, be 1900’s Pentecostalism adopting Emerging vocabulary and ideas, or possibly be something completely different in origin but has embraced both. Additionally, their 2020 Vision follows the heels of the 80’s/90’s Church Growth Movement, propogated by C. Peter Wagner and Donald MacGavran, who emphasized physical numbers rather than character (holiness, patience, joy, gentleness, faithfulness, purity, etc.).
For C3 to appear as both Emerging Movement and emphasizing Church Growth is ironic because 21st Century Emerging Movement deplores 20th Century Church Growth Movement – 21st Century young adult generation had seen the religious hypocrisy and duplicity from their parents’ generation who embraced Church Growth Movement, and thus became one of the fuels that gave birth to the Emerging Movement. For people who are in the “gray” about what the problems are with Emerging Movement, Pentecostal/Charismatic Movement, and Church Growth Movement, three books will help to understand the backdrop to which C3 appears as being a hybrid: D.A. Carson’s Becoming Conversant With Emerging Church, John MacArthur’s Charismatic Chaos, and Michael Horton’s Power Religion. My time spent on this article was on reaching the lost and the spreading of the TRUE Gospel message. And I can tell you from the authority of the word of God that C3 is a FALSE gospel movement. Just as I would spend time writing an article about the dangers of Mormonism or Buddhism to point lost people toward the TRUE gospel message, I did the same through this article.

I came across this site inadvertently but I just had to say that I’ve been at C3 San Francisco for about 6 years and on staff for about 2 years. I helped launch Renew, which gathered young people and has positioned them for leadership. I can’t say much for all of the theoretical debate but I can say that I’ve seen people come to Christ and lives changed through C3. The amazing heart of people to love and serve God never ceases to amazing me. We’re not part of the emergent movement in any form for the record. It’s a shame to me that so much time has been spent on tearing something down that has really changed my life. What has been produced out of the lives of the leadership I know — Ps. Mark & Gail and Ps. Phil and Chris – is nothing short of amazing. The fruit is undeniable. It will speak for itself.
Thank you, Nita, for your testimony. When you say “the fruit is undeniable,” what fruit are you seeing? Can you be more specific and descriptive of this “fruit” you say is undeniable?
Nita, Creative Director at C3SF, makes an interesting comment. She confesses that she cannot “say much for all the theoretical debate.”
This little subcomment speaks volumes. Here are just a few.
1. Nita claims that she cannot speak on the theoretical. Notice that she does not call it theological. Theory is mainly defined around man-centered techniques, methodologies and experimentations. Theology, however, is about the “study of God,” with the “study of man” (anthropology) as a section within theology. So for Nita to say that she cannot speak on the theoretical, what she is saying is that from her perspective, C3SF has a great man-centered, man-driven technique/methodology/experimentation going on, and that any doctrinal arguments against C3SF’s theoretical methodology is itself merely methodologically theoretical.
2. Part of growing as a Christian is growing in understanding of the word of God (2 Peter 3:18). And growing in understanding of the word of God means growing in understanding of important doctrines (aka theology). Thus one of the fruits Nita needs to be seeing is her own growth in knowledge of doctrines/theology. The lack of knowledge of biblical doctrine leads to lack of knowledge of God, and that leads to living life displeasing to the Holy God (Hosea 4).
3. Doctrine is for life. Doctrine is for practice. What one believes, so one lives life. And a God-centered, Scripture-based Christian living seems to be in complete contrast from what I am seeing being promoted in the videos above.
My hopes is for Nita and all affiliated with C3SF to find the true Gospel message, to see how far off C3SF and its Pentecostal affiliation are from that true Gospel of Jesus Christ, and to know the true power of the Gospel as Paul talks about (1 Corinthians 1) in contrast to the power C3 movement is advocating and from which is basing its ministry.
Nita believes that the fruit “will speak for itself.” In actuality, the fruit does not speak for itself. Rather, the fruit must bear witness the testimony of Jesus Christ as found in the pages of Scripture. (1 Corinthians 13, Galatians 5, 1 John, etc.)
Good comments, Will. Seems strange to me that some preach “undeniable fruit” but are willing to deny Christian doctrine by which we are to judge the fruit. Sort of like, in the political arena, a candidate preaching hope and change (fruit) without preaching the solid basis (doctrine) by which such hope and change can be realized.
The foundation of Christianity is the Gospel. Undeniability in fruit, therefore, is recognized by its association with the Gospel.

wow!, I just came accross this site because I wanted to learn more about this ‘C3′ movement. Very interesting thoughts. Will, (I belive is who wrote the article), great job in putting together a good set of evidences. Each can make their own conclusions. As for me, this is how I think true religion is to be followed, defended and lived: By the authority, guidance and application of the Word of God. I scared of seeing how many are drawn to churches for their great arts, music, programs and positive-thinking messages…. and what about the Word of God? Repentance of Sin? THe cross? Salvation..

Nice article. I can speak from experience that most of your points are true. I was a member of a Christian City Church for roughly two years. In this time I managed the finances at the church. And I must confess that I have never seen a more blatent disregard for financial accountability in a church….ever! Who determined the pastors salary? The pastor. Prior to leaving I strongly suggested that the pastor closely review his 1023 application that I compiled, in order to become a 501(c)3 (non-profit) organization. To be a 501(c)3 his salary MUST be approved by a board. Kind of hard to do when a board doesn’t exist. Furthermore, when I researched what a pastor of a church of our size should be paying it’s pastor….well, “he” was paying himself about double that figure.
Along with this I had many questions that the pastor could (or would) not answer. Things such as Jesus financial disposition while on earth, importance of doctrine, etc. All of which we easily answered by implying that I just didn’t have enough faith to understand things.
Lets just say that I am writing a book now. Title: “Christian City Church made me Catholic”

Scott, thanks for sharing. Just to let you know, financial mismanagement can exist anywhere. Two things that helps to give comfort in knowing that the church’s budget is not being abused: a plurality of elders/pastors rather than one solo hotshot pastor making the calls, and an annual members’/congregation meeting talking about the church’s budget including staff salary.
Secondly, it comes as no surprise to me what you have witnessed. Proponents of Prosperity Gospel (pentecostals and charismatics) particularly have a long history (track record) of financial greed, manipulation and mismanagement. As early as Pentecostal’s first appearance in America (late 19th century), issue’s of financial greed was clearly seen. This was portrayed in jest by a secular novelist, Sinclair Lewis, in his 1906 book, “Elmer Gantry.”

I must say that financial shortcomings in CCC were just the tip of the iceburg. If I were to get into theological issues the scope broadens significantly.
The issue that I see with CCC is their theology….or more aptly described, “the lack therof”
Whenever I began questioning the pastor over issues such as salvation, sin, or just doctrine in general, I was given the “you just think too much and need to use your heart more,” response. My question to that was, “what does that statement mean?” God created my mind, and according to scripture I am supposed to use it. As a matter of fact, I am to love God with all of it (Matthew 22:37).
It appeared to me that the endeavor to study truth (sound doctrine) was actually frowned upon. Instead of wasting my time doing such, I should just live in some sort of spiritual bliss that ONLY the pastor himself could define….but at the same time never articulate or describe….other than, “just do what I say.” If I questioned things…well, it was just because I was unspiritual.
It was very confusing to me. I mean didn’t Paul “reason” with the people of his day (Acts 17:2; 17:17; 18:4; 18:19;)?
The pastor once made an anology that christianity is like a river. The flowing and living nature of the river is likened to the Holy Spirit. While its banks (its boudaries) were likened to doctrine. If this is true all that I saw was a pastor teaching people whom were already in the river how to do different strokes and thereby improving there swimming ability. However, what I did not see was an effort on his part to circumnavigate that river to determine every bend and bank of that river.
Being able to swim the backstroke is great for “myself”, but to be able to call to people on the bank on where and how to get in themselves….well I guess that is a task left up to us “unspiritual-thinker-types.”
